Preventive maintenance checklist for apartment and condo buildings

A preventive maintenance checklist earns its keep when it is specific about frequency, so here is the whole year: monthly, quarterly, semi annual, and annual tasks by system, with the reason each one sits where it does. URBI runs schedules like this as recurring work orders.

Print them. Cross out what your building does not have, add what is unique to yours, and write a name beside every row. One caution: intervals are not universal. Your fire code, elevator authority, equipment manuals, and climate all move dates, so record the source that controls each task.

What goes on the monthly checklist?

Monthly work is the cheap layer: what a trained staff member can see, read, or replace without opening anything dangerous.

Annual work is specialist inspection, statutory compliance, and the moment the year's findings become a funding conversation.

What does not fit those four buckets?

Multiyear statutory work and event driven inspection. Forcing either into a calendar bucket is how buildings miss them.

Multiyear. California requires condominium associations to inspect qualifying exterior elevated elements, including the flashings, membranes, coatings, and sealants protecting them, by January 1, 2025 and every nine years after, under Civil Code 5551. The same statute requires immediate preventive measures when an inspector finds a hazard, including keeping occupants off the element until repairs are approved. Adrian Chiang, an attorney at SwedelsonGottlieb writing on HOA Law Blog, advises boards to consider "seeking legal counsel as needed for further advice on the applicability of EEEs inspections". Extinguisher hydrostatic testing belongs here too.

Event driven. Keep a standing trigger list: severe storm, alarm activation, water intrusion or sewage backup, power disturbance, freeze warning, unit turnover, adjacent construction, planned water shutdown, prolonged vacancy. After a storm or a leak the inspection happens now, not on the next calendar date.

Who owns each task, staff or specialist?

Draw the line at hazard, not convenience. Staff observe, clean safely, replace consumables, and document. Specialists handle anything energized, pressurized, combustion related, structural, or legally certified: fire alarm and sprinkler testing, extinguisher maintenance, elevator work, refrigerant service, water treatment, roofing, structural evaluation. Write the responsible role beside every row. A task with no named owner is a task nobody does.

How do you log completion so the record holds up later?

Record enough that a stranger reading it two years from now can tell what was found, who found it, and what happened next. A checked box proves nothing.

  • The asset. Identity, location, model and serial, warranty, and the source that sets the interval.
  • The performance. Due date, completion date, who did it, their company, their license or certification.
  • The findings. Condition as found, readings, test method, pass or fail, photographs, the vendor's own report attached.
  • The response. Defect severity, what you did immediately to control risk, the work order raised, target date, permits, invoice.
  • The closeout. Date closed, retest result, who approved it, and a written reason for anything deliberately deferred.
  • Retention. Keep each record for the longest applicable statutory, code, warranty, contract, and insurance period. Have counsel and your insurer name it rather than guessing.

The last two are what boards skip. A deferral with a written reason and a vote behind it is a decision. The same deferral with no record is negligence in a deposition.

How do you stop reactive work from eating the schedule?

Protect preventive hours explicitly, because preventive work has no complainant and reactive work always does. Given a tie, the technician goes where somebody is standing in the hallway, and the filter change rolls to next week forever. The US Department of Energy's operations and maintenance guidance estimates preventive maintenance saves 12 to 18 percent against a reactive program, while noting it is labor intensive and that catastrophic failures still happen.   • Issue preventive tasks as dated work orders with a named assignee, never as a standing list.
  • Set a weekly preventive hours target and report the actual number. What gets counted gets defended.
  • Batch by floor, riser, or wing so nobody crosses the building eleven times.
  • Push specialist cadences into vendor contracts. A contractor on their own schedule does not compete for your staff.
  • Route resident requests through one intake so triage happens once, and give after hours calls their own rules.
  • Escalate anything untouched two cycles running. Silent rollover is how a program dies.

How do you make the case to a board?

Bring evidence, not adjectives, and start from the document the board already trusts. Put three things in front of them: condition findings from your annual survey with photographs, the components whose remaining life the reserve study assumes set beside what you observed, and the tasks skipped this year with the reason for each. Where observed condition is worse than assumed life, the funding plan is already wrong, and that is a board matter.

Then describe deferral in operational terms rather than numbers. A roof drain cleared twice a year is a labor line on a schedule. The same drain blocked through a wet season becomes membrane replacement, interior repair, displaced residents, and an insurance conversation. Sealant renewal is planned work booked in good weather. Water inside a wall is emergency work and a claim history that follows the building into renewal. Expect the "we do not fix what is not broken" objection, and answer it plainly: a preventive schedule, a condition inspection, and a reserve study answer three different questions, and none of them waits for a failure.

Where the schedule and the record should live

In one place, because a schedule in a spreadsheet and a completion record in an email thread do not survive a staff change. How often should a preventive maintenance checklist be reviewed?

Once a year, alongside the annual condition survey. Compare what you scheduled against what actually got done, then adjust intervals where evidence supports it. ASHRAE Standard 180 includes a procedure for modifying frequency based on what successive inspections find. A task that comes up clean for several cycles may deserve a longer interval. A task that keeps finding defects should be tightened instead.

Can one checklist work for every building in a portfolio?

The task list can be shared. The intervals cannot. Adopted code editions, elevator authorities, equipment manuals, climate, building age, and whether the property is a rental or an association all move dates around. Build one master list, then keep a jurisdiction field and an equipment field on every task so each building carries its own controlling interval and its own real due dates.

What is the difference between an inspection checklist and a preventive maintenance program?

An inspection checklist finds conditions. A program assigns recurring work, names an owner, controls immediate risk when something turns up, repairs it, verifies the repair, and keeps the evidence. The checklist is one component of the program. Without work orders, ownership, and a closeout record behind it, a checklist is a list of intentions nobody can prove anyone acted on.
