Create Decision

Once the decision is created, every board member at the property gets an email, and a push alert if they have notifications turned on, asking them to review and vote.

A decision reaches a result once more than half of the property's board members, not counting anyone who abstains, cast the same vote, either approve or reject. When that happens, a majority banner appears on the decision and it is ready to be finalized.

A majority reached.
