You'll need full accounting access on the property.
If the unit's primary billing account has no holder, the card shows an "Assign primary billing account" panel with a person picker.
That creates the unit's primary billing account with the person you picked as the holder. You can now create charges, invoices, and leases for the unit.
If the unit already has a holder:

If the assignment takes a little longer than usual, the panel shows a "Still processing" message and keeps checking until the new holder shows up. It will never quietly revert to the old holder.
When you create a lease, you can name the primary billing account holder directly in the lease form. The person you name must actually belong to the unit (and can't be a Dependent). For condo leases a holder is required; for other lease types you can leave it blank at first and assign the holder later from the Billing tab.
If you try to create a charge, invoice, or lease and see a banner like "Primary billing account needs a holder," the unit's primary account has no holder yet. Go to the unit's Billing tab and assign one (steps above), then try again.
